BSA Term B-P's Term Definition Comments
Patrol Leader's Council  = Court of Honor Administrative body that runs the Troop:  Note that the Court of Honour has many of the powers that were handed over to the BSA's adult "Court of Honor" in the US during their YMCA period. B-P's Court of Honour controls the Troop funds and the quality (honor) of the Troop's program.
 

Rule 242. (i) The Court of Honour is a body composed of the Troop Leader, if any, [SPL, an optional position in B-P's "Patrol System"] and the Patrol Leaders; Seconds [APLs] may also be members, but their presence is not desirable in cases concerning discipline. The Scouters of the Troop, if present, should act in an advisory capacity only.

(ii) The Court of Honour deals with internal matters, including the expenditure of Troop funds, in accordance with Rule 247."
