P.O.R. (1988) 168: The unit for 'Scout' organization in the Area is the Group

P.O.R 176: The complete Group consists of Beaver Colony, Cub Pack, Scout Troop, Senior Scout Troop, and Rover Scout Crew; but may at any time consist of one or more Sections only.

Therefore; it must be the aim of the G.S.M. to get the Group complete, where this is not already the case.

WHAT IS A SCOUT GROUP: It is a group of young people from 5 years old to (normally) 25 years old, wearing on almost all occasions, uniform: some activities preclude uniform: and fulfilling a structured training program. The Group is divided into Sections (see P.O.R. 176); each section is in the charge of an adult.

All section leaders are responsible to the GA..

They should. ALL, meet regularly (Group Council) to discuss the Training Program for the whole Group, Provision should be made to hold at intervals, Group activities.

The importance of the Group is that:

a) It provides a happy family unit in which the child is trained from entry as a Beaver;

b) It ensures that such training is progressive, increasing knowledge, and the full realization of the Promise and Law;

c) It avoids overlapping between sections;

d) It helps the child to proceed from one section to another when the time comes;

e) It makes all Scouters friendly colleagues, not strangers or rivals.;

f) It helps to bring in Lay people;

One of the delicate jobs of a G.S.M. is to convert Scouters to the proper use of the Group system, by showing them the vital necessity of using it in the interest of the children themselves who, after all, are the people for whom Scouting is provided.

Previous to 1927 Scout Groups did not exist.

The B.S.A. National Conference in 1927 in Bournemouth, brought about the appointment of the Group Scoutmaster and' the Group system. Used properly the system works
