The Scout speakers should be selected for their ability to put over a message, for
their ability to hold the interest of the crowd.
Use boys wherever possible. It is a well known fact that boys will listen to
other boys with interest and patience, where they will become impatient and fret during an
address, no matter how excellent, by an adult.
